Benefits of tariff reductions are uncertain and free trade is about to threaten industrialization efforts in developing countries: Those are the outcomes of a paper on the likely effects of WTO's NAMA negotiations by Uwe Hermanns
 

In his paper he includes recent research on liberalization effects, Africa's weak manufacturing sectors and India's experiences. In India, state involvement in industry is still considerably high, which implies that a cautious approach to liberalization is necessary to avoid abrupt adjustments as in the Soviet Union. The paper concludes with the assessment that free trade will not necessarily lead to higher world welfare levels.
